Ms. Shaw is a Partner at Guercio & Guercio, LLP. She brings extensive experience in all aspects of general and labor counsel public school district representation and significant experience in working as labor counsel for municipalities other than school districts. Ms. Shaw's legal career began as an Assistant General Counsel in the Mayor's Office of Labor Relations of the City of New York, where she defended the City in improper practice and representations proceedings and at arbitration, in addition to being involved in negotiations with Mayoral agencies. Thereafter, she transitioned to the field of education law where she joined a well-respected education law firm in the Hudson Valley. At that firm, Ms. Shaw spent nearly 18 years representing public school districts and other municipalities in matters related to all aspects of labor and employment law, including regularly serving as chief negotiations spokesperson in collective bargaining. Ms. Shaw provides representation in labor arbitration proceedings, improper practice and representation proceedings at PERB, as well as disciplinary hearings under Education Law § 3020-a and § 75 of the Civil Service Law. She regularly provides general counsel guidance to clients on key issues in the educational setting, including student discipline, open meetings law, freedom of information law, student privacy, data privacy and security and constitutional law matters.
Ms. Shaw is also an active leader in the education community. She lectures for the New York State School Boards Association, the New York State Association of School Business Officials, the National School Boards Association – Council of School Attorneys, the New York State Association of School Attorneys, the Westchester-Putnam School Boards Association and the Mid-Hudson School Study Council. In addition, Ms. Shaw spent over a decade serving as an adjunct professor at Pace University where she instructed graduate students in Educational Law and School Leadership.
Ms. Shaw is a past president of the New York State Association of School Attorneys where she continues to serve as a member of the Board of Directors. In addition, she was selected as one of 10 attorneys to serve on the School District Attorney Committee of the American Association of School Administrators, where she works on matters of national import affecting public schools. These activities demonstrate Ms. Shaw's commitment to keeping apprised of the ever-changing state and federal landscapes impacting public school districts and the students they serve.
