On December 29, 2014, Governor Cuomo vetoed a bill (A. 10168) originally proposed by the Governor and passed by the State Legislature in June 2014 that would have provided a “safety net” calculation for any teacher or principal rated as Developing or Ineffective for the 2013-14 and 2014-15 school years where their APPR rating relied on the State's 3-8 ELA and/or Math tests.
