In the final day of its session this year, the New York State Legislature passed legislation which allows Nassau County to create a “disputed assessment fund” by imposing additional charges on certain property owners who file tax certiorari proceedings challenging their property assessments. The intent of the legislation is to put an end to the County's longstanding practice of borrowing to pay for property tax refunds.
